In Garissa County, northeastern Kenya, the days when night fell and power outages were frequent have become a thing of the past. Nowadays, such scenes are increasingly happening on the African continent, where Africa is accelerating its pace of energy green transformation and taking big strides towards sustainable development.
1、 Green Financing: Injecting Powerful Momentum into Transformation
Africa, this vast land, contains abundant renewable energy resources such as solar and wind energy. In recent years, the African Union has actively planned and successively issued a series of planning documents such as the "African Green Energy Initiative", "African Energy Partnership Plan", "African Energy Agreement", "2030 African Energy Strategy", and established the African Renewable Energy and Energy Efficiency Fund to encourage countries to use renewable resources for power generation.
The African Development Bank plays an important role in this process. Recently, it approved two loans for the construction of a 25 MW photovoltaic power plant in Zambia and a 120 MW onshore wind farm in Mozambique. In October 2024, a loan of $25 million was approved to Seychelles to support its economic recovery and green transformation plan. In early August, it was also decided to provide approximately $6 million in funding to Comoros to support the development of green energy.
The African Sustainable Energy Fund has also taken active action to provide a 6 million euro preferential loan for the Dubu solar power project in Burkina Faso. The project is located about 250 kilometers west of the capital city of Mogadishu and plans to construct an 18 MW solar power station. Burkina Faso, as one of the priority countries for the "Desert Power Generation" initiative, is expected to see a significant increase in solar energy installed capacity in Africa by 2030, as a large number of solar energy projects receive financing support.
Africa also has abundant hydropower resources, although the current development rate is only 9%, the potential for development is enormous. In early January of this year, the construction of the Sanda hydropower station in Congo (Brazzaville) began. The station is planned to have an installed capacity of 600-800 megawatts and will be financed and implemented by the Chinese Overseas Investment Corporation. It is the largest renewable energy project in the history of Congo (Brazzaville).
2、 Policy support: leading the direction of transformation
The African Union and over 40 African countries have set energy transition goals. According to the 2025 Vision Plan, Tanzania will reduce value-added tax and tariffs on all solar products, encourage the development of solar energy projects, and increase the development of green energy solutions. Ethiopia is actively exploring biomass energy generation, heating, and utilizing geothermal resources for power generation. Uganda has set clear goals for green energy development in its national development plan, aiming to increase the sustainable green energy grid access rate to 80% by 2030 and increase the proportion of renewable energy in the overall energy structure to 90%. After the expansion of the Bulita Photovoltaic Power Station in Togo, the installed capacity will reach 70 megawatts, becoming the largest photovoltaic power station in West Africa. The Prime Minister of Togo has stated plans to add 137 megawatts of clean energy installed capacity and strive to achieve nationwide power grid coverage by 2030.
Namibia is vigorously promoting green hydrogen and green ammonia refueling station projects, with plans to complete them by 2028. The photovoltaic power station in the Galdira district of Santa Catarina, Fugo Island, Cape Verde, has been put into operation since July 2024. Rwanda actively seeks international cooperation and promotes innovation and development of green energy technologies by hosting the African Energy Expo.
3、 China Africa Cooperation: Joining Hands to Build a Green Future
On the path of green energy transformation in Africa, China Africa green cooperation is steadily advancing. In recent years, China has implemented hundreds of clean energy and green development projects in Africa, promoting deepening cooperation through technology transfer, project cooperation, and financial support.
In August 2024, Botswana Juwaneng 100MW photovoltaic power plant project was launched, which is the largest photovoltaic power plant project in Botswana so far, and conforms to its energy policy objectives. In September, the Karuma Hydropower Station in Uganda, constructed by China Water Resources and Hydropower Construction Group Corporation, was completed and handed over. The total installed capacity of the power station is 600 megawatts, which saves a lot of raw coal, reduces carbon dioxide emissions, and lowers electricity prices for Uganda every year. In November, the first photovoltaic project jointly invested and developed by CGN in South Africa started construction, located in Limpopo Province, with a total installed capacity of 100 megawatts. After completion, it will provide a large amount of clean electricity and reduce carbon dioxide emissions.
Zimbabwean economist Muchewa, Kenyan international relations expert Kavins Adhir, and others have expressed that Africa has benefited greatly from China's rapidly developing green energy industry, and China is one of the most important partners in Africa's energy green transformation. The journey of green energy transformation in Africa is steadily advancing. With the support of green financing, industrial policies, and China Africa green cooperation, Africa will surely achieve sustainable development in the energy sector and light up the light of green hope for the future of the African continent.
