Recently, the Brazilian government officially announced the Green Mobility and Innovation Plan, aiming to provide up to 19.3 billion Brazilian reals (approximately 5 Brazilian reals per US dollar) in tax incentives and credit support to eligible businesses between 2024 and 2028. This initiative aims to stimulate the research and development of new technologies in Brazil's transportation sector, vigorously promote the development of the new energy vehicle industry, and ultimately achieve decarbonization and emission reduction in the transportation industry.
Brazilian Vice President and Minister of Development, Industry, Trade and Services, Alcmin, pointed out that the plan is of great significance. It will not only promote the advancement of technologies such as hybrid vehicles, drive the development of the automotive parts production chain, and enhance exports, but also create numerous job opportunities, increase the income of the Brazilian people, and help Brazil better fulfill its commitments to address climate change.
The Green Mobility and Innovation Plan is detailed in content, not only stipulating the minimum R&D investment limit for enterprises enjoying tax incentives and credit support, as well as regulatory measures for related enterprises, but also developing new mandatory requirements and indicators, such as vehicle recyclability standards and carbon emission measurement standards for vehicles at all stages from production, use to disposal.
In fact, in recent years, Brazil has attached great importance to the development of the new energy vehicle industry and the decarbonization and emission reduction of the transportation industry, and has previously introduced multiple incentive measures. In 2018, the Brazilian government approved the implementation of the "2030 Roadmap" plan, encouraging car companies to actively engage in electrification research and development. Eligible companies can enjoy industrial product tax exemptions for hybrid and pure electric vehicles. Between 2018 and 2023, Brazilian companies can enjoy an annual tax benefit of 1.7 billion Brazilian reals.
While actively developing the new energy vehicle industry, Brazil is also vigorously promoting the development of the new energy battery industry. The Brazilian government recently announced that it will provide tax incentives to eligible battery manufacturers in the Manaus Free Trade Zone in the Amazon state, in order to promote the production of heavy-duty electric vehicle batteries, strengthen the local industrial chain layout, and promote related technological progress. This measure was initiated by Chinese new energy vehicle company BYD and supported by several other battery manufacturers. Alexander Baldy, CEO of BYD South America, believes that the Brazilian government's tax incentives will further promote innovation and technological development in the public transportation system.
In addition, the Brazilian House of Representatives recently passed the "Future Fuel" bill proposed by the government. The bill covers a series of national plans aimed at reducing carbon emissions in the transportation industry, such as the National Sustainable Aviation Fuel Plan and the National Green Diesel Plan. Specific measures include increasing the mandatory addition ratio of ethanol in gasoline and the blending ratio of biodiesel in diesel, to help related industries achieve emission reduction targets. Brazil is taking a series of strong measures to comprehensively promote the green transformation of its transportation industry and contribute to addressing climate change.
