The report speculates that Putin's meeting with Belarusian President Lukashenko may have been one of the factors causing the postponement of the Witkov talks. On the 13th local time, Putin met with Lukashenko, who was on an official visit to Russia, at the Kremlin. This was Lukashenko's first overseas visit since being re elected as the President of Belarus in January this year.
