Israel's Minister of Strategic Affairs, Ron Delmer, then spoke with Burrell on the phone, "rebuking" him for discussing "personnel exchanges" with Hamas without the consent of Israeli Prime Minister Benjamin Netanyahu, that is, how many Palestinian detainees Israel would release in exchange for Hamas releasing Alexander and returning the remains of four detainees with dual US Israeli citizenship.
